THE Department of Trade and Industry (DTI) announced it is examining a more rigorous licensing framework for contractors to minimize corruption in public works.
Trade Secretary Ma. Cristina A. Roque indicated that a fact-finding committee established by the DTI will enable the DTI to assess what modifications should be implemented to enhance the licensing procedure for contractors, which is presently managed by the Philippine Contractors Accreditation Board (PCAB).
“We’re collaborating with the Department of Public Works and Highways (DPWH) and the independent organization set up by the President,” she informed journalists.
Among the modifications being contemplated is a prohibition on contractors from being members of the PCAB.
“That presents a conflict of interest. It shouldn’t be that way. The legislation requires amendments,” she remarked.
She mentioned that the department’s internal inquiry is still in progress.
“We still need to verify (certain issues). Once validated, we will release a statement concerning companies that are owned by PCAB members (or whether past) executive directors (also own businesses),” she stated.
“However, it’s premature to comment since these are all accusations. We can’t truly ascertain until we confirm,” she added.
At present, she noted the department is in the midst of appointing new PCAB members.
“They are appointed by the President. We are simply awaiting their appointments to be announced,” she stated.
In a notice issued last week, the PCAB mentioned that the sanction and issuance of licenses can proceed only after the appointment or reconstitution of the PCAB board.
“Until such appointments occur, all applications will remain pending board action,” it stated, emphasizing that acceptance of license applications will persist through the PCAB online licensing portal. — Justine Irish D. Tabile
