President Ferdinand R. Marcos, Jr. has designated Elizer S. Salilig as the fresh National Director of the Bureau of Fisheries and Aquatic Resources (BFAR) — a seasoned public official boasting over 34 years of expertise.
“It is a privilege to be chosen by President Marcos as the National Director of the Bureau of Fisheries and Aquatic Resources,” stated Mr. Salilig, whose appointment received signatures on Jan. 15, 2024.
“My primary concern is to guarantee the proficient and effective execution of BFAR’s initiatives, with a resolute dedication to enhancing food security and assisting our fisherfolk,” he remarked.
Simultaneously, Mr. Salilig conveyed appreciation to Agriculture Secretary Francisco Tiu Laurel, who administered his oath of office on Jan. 24, 2025, for his selection for the position and pledged to exert effort in order to aid the Department of Agriculture’s aim of ensuring food security.
Born on Dec. 4, 1966, in Magpet, North Cotabato, Mr. Salilig advanced through the ranks, beginning as a Fishery Technician for the Department of Agriculture in Region XII.
He subsequently occupied managerial positions, including Aquaculturist I and Concurrent Planning and Budget Officer, where he managed the planning, monitoring, and assessment of programs designed to enhance the fisheries sector.
Mr. Salilig’s leadership reached the Fisheries Scholarship Program, where he executed initiatives to nurture the upcoming generation of fisheries experts.
In 2016, Mr. Salilig was appointed Regional Director of BFAR MIMAROPA.
Throughout his tenure, he spearheaded initiatives such as the Tilapia Intensive Hatchery Production program, which generated millions of fingerlings weekly, and the establishment of the nation’s inaugural shrimp hatchery in Oriental Mindoro. These projects significantly escalated aquaculture output and supported national actions to boost food security.
He also facilitated the development of a modern BFAR regional office, highlighting his dedication to enhancing infrastructure and services.
Acknowledging the significance of tackling evolving challenges, Mr. Salilig committed to prioritizing sustainability in his leadership.
“In light of the escalating challenges imposed by climate change, I am resolved to focus on reinforcing the aquaculture sector and transitioning towards sustainable fisheries methodologies,” he declared. “To attain this, we will collaboratively engage with other governmental bodies and educational institutions to advance research and development initiatives.”
Mr. Salilig’s appointment is widely regarded as a move toward restoring confidence and stability within the agency entrusted with overseeing the country’s fisheries sector.
“Ultimately, my objective is to guide the agency in accomplishing its mission to ensure fish sufficiency, enhance the living standards of our fisherfolk, and align with the President’s vision of increasing productivity and yields, thereby elevating their quality of life,” he emphasized.
With his vast experience and proven success, Mr. Salilig is anticipated to steer BFAR toward sustainable development and deliver stronger backing for the fisheries sector, which plays a crucial role in food security and the economy.
