The progress of digital transformation in the Philippines is reliant on the efficacy of public-private partnerships (PPPs), which play an essential role in bridging connectivity disparities and fostering the efficient utilization of technology.
During the recent GSMA Digital Nation Summit Manila, Emmanuel Estrada, VP for Regulatory Development and Strategy at Globe, underscored the significance of cooperation between the government and the private sector to meet the changing demands of Filipinos in the digital era.
Globe, a dedicated advocate of PPPs, actively participates in initiatives such as the Connectivity Plan Task Force (CPTF), which is spearheaded by the Private Sector Advisory Council and includes mobile network operators, tower companies, and governmental stakeholders.
The CPTF aims to optimize existing networks, establish over 150 new sites, and investigate innovative technologies like satellite services to cater to Geographically Isolated and Disadvantaged Areas (GIDA).
The significance of governmental policy is also crucial for the flourishing of PPPs. Estrada pointed out the necessity to revise outdated regulations and to create transparent, consistent, and stable policy structures that encourage private sector investment and guarantee that long-term partnerships are mutually advantageous.
“The outdated, old-fashioned policies are no longer effective and relevant in today’s digital economy. Once we address this, let’s streamline all the processes. We’ve made substantial progress. EO 32, for instance, has expedited our network deployments over the past three years, bringing us to our current level of connectivity. Those obsolete policies, some of which date back to 1931, are the areas we need to collaborate on with the government,” Estrada mentioned during a panel discussion titled “From Policy to Practice – Designing PPPs for Digital Innovation.”
Estrada was referring to Executive Order No. 32, which simplified the permitting process for telecommunications infrastructure. Globe has observed a 20% improvement in permit processing between 2022 and 2024, with numerous LGUs streamlining their permit procedures.
In addition to tackling policy obstacles, PPPs must focus on providing solutions that cater to the specific requirements of the public, as highlighted by Estrada, stressing the importance of aligning technology with practical applications that deliver value to individuals and communities.
Estrada remarked that while 96% of the population is served by at least a 3G or 4G signal, only 63% have active subscriptions, with a significant amount of usage concentrated on social media platforms like Facebook and TikTok. Although these platforms offer channels for personal enterprises and entertainment, he emphasized the need to prioritize usability that enhances lives.
“First, let’s enhance connectivity, and once that’s achieved, let’s work on usability. Having a connection is one thing, but utilizing it effectively and learning how to reap its benefits is another aspect. The usability we’re concentrating on involves individuals utilizing connectivity for educational purposes, reconnecting with long-lost relatives, accessing health consultations, and managing their finances. That’s when it truly adds value,” he elaborated.
As the Philippines advances in its digital transformation journey, public-private partnerships remain a vital mechanism for increasing access and ensuring that no one gets left behind. By collaborating closely with the government and other stakeholders, Globe is driving efforts to provide universal connectivity and promote meaningful digital inclusion.
