{"id":9493,"date":"2025-03-09T01:57:37","date_gmt":"2025-03-09T00:57:37","guid":{"rendered":"https:\/\/wsj-crypto.com\/?p=9493"},"modified":"2025-03-09T01:57:37","modified_gmt":"2025-03-09T00:57:37","slug":"white-house-sets-distinct-boundaries-for-bitcoin-and-digital-assets-at-inaugural-crypto-summit","status":"publish","type":"post","link":"https:\/\/wsj-crypto.com\/index.php\/2025\/03\/09\/white-house-sets-distinct-boundaries-for-bitcoin-and-digital-assets-at-inaugural-crypto-summit\/","title":{"rendered":"White House Sets Distinct Boundaries for Bitcoin and Digital Assets at Inaugural Crypto Summit"},"content":{"rendered":"<p><\/p>\n<div>\n<p><em>\u201cFrom this moment forward, America will adhere to the principle that everyone in Bitcoin is well acquainted with \u2014 never part with your Bitcoin.\u201d<\/em> -President Donald Trump, 3\/7\/25 at inaugural White House Crypto Summit<\/p>\n<p>The Chief Executive of the United States is now articulating well-known Bitcoin adages as they relate to America\u2019s bitcoin reserves.<\/p>\n<p>Wild.<\/p>\n<p>It\u2019s evident that he has understood the sentiment that bitcoin stands apart from all other digital currencies.<\/p>\n<p>This has been demonstrated not only by his remarks at today\u2019s Crypto Summit but also by endorsing an <a href=\"https:\/\/www.whitehouse.gov\/fact-sheets\/2025\/03\/fact-sheet-president-donald-j-trump-establishes-the-strategic-bitcoin-reserve-and-u-s-digital-asset-stockpile\/\" target=\"_blank\" rel=\"noopener\">executive order (EO) last evening<\/a> that established a Strategic Bitcoin Reserve (SBR) distinct from a Digital Asset stockpile.<\/p>\n<h2 class=\"wp-block-heading\">The Strategic Bitcoin Reserve<\/h2>\n<p>Regarding the SBR, the President stated today that the U.S. intends to retain the bitcoin currently in its possession, contrary to previous administrations that sold significant amounts of it.<\/p>\n<p>\u201cSadly, in recent years, the U.S. government has recklessly sold tens of thousands of bitcoins (200,000, according to <a href=\"https:\/\/www.bloomberg.com\/news\/videos\/2025-03-07\/david-sacks-on-bitcoin-reserve-auditing-crypto-ai-video\" target=\"_blank\" rel=\"noopener\">some estimates<\/a>) that could have been worth billions and billions of dollars had they not been sold,\u201d remarked President Trump.<\/p>\n<p>In addition, the President mentioned that officials in his administration will pursue options to secure additional bitcoin \u2014 at no cost to the American taxpayers.<\/p>\n<p>\u201cThe Treasury and Commerce departments will explore fresh avenues to gather more bitcoin for the reserve, as long as it\u2019s done at no expense to the taxpayers,\u201d he stated.<\/p>\n<p>\u201cWe do not wish to incur any costs to the taxpayers,\u201d he emphasized, underscoring the idea that the U.S. government aims to acquire bitcoin in a \u201cbudget-neutral\u201d (borrowing terminology from last night\u2019s EO) manner.<\/p>\n<h2 class=\"wp-block-heading\">Attendees<\/h2>\n<p>Treasury Secretary Scott Bessent and Commerce Secretary Howard Lutnick were in attendance at the summit, along with around 30 notable figures from the Bitcoin and crypto sector, including Strategy Executive Chairman Michael Saylor, Coinbase CEO Brian Armstrong, Gemini co-founders Cameron and Tyler Winklevoss, and BTC Inc. CEO David Bailey.<\/p>\n<figure class=\"wp-block-image size-large\"><figcaption class=\"wp-element-caption\">President Trump with nearly three dozen notable figures from the Bitcoin and crypto sector. Photo credit: Frank Corva<\/figcaption><\/figure>\n<p>Other participants from the Trump administration, including Small Business Administration head Kelly Loeffler and White House Crypto Czar David Sacks, were also present.<\/p>\n<p>Both Sacks and Loeffler commended the speed at which Trump is advancing Bitcoin and crypto executive orders and legislation.<\/p>\n<p\u201cYour administration is progressing at tech [startup] speed,\u201d remarked Sacks.<\/p>\n<p>\u201cIt\u2019s actually quicker than any startup I\u2019ve been involved with,\u201d added the venture capitalist, renowned for his investments in numerous tech startups throughout his career.<\/p>\n<p>Secretary Lutnick testified to President Trump\u2019s newfound knowledge of Bitcoin and crypto, adding that the President has truly come to embrace this technology.<\/p>\n<p>\u201cBlockchain and Bitcoin technology are integral to [the President\u2019s] thought process,\u201d stated Lutnick.<\/p>\n<p>\u201cWe\u2019re utilizing blockchain. We\u2019re employing Bitcoin. We will leverage digital assets to [advance] forward, and Donald Trump is leading the charge,\u201d he asserted.<\/p>\n<h2 class=\"wp-block-heading\">Stablecoins As Currency, Bitcoin As Asset<\/h2>\n<p>Now, before you get overly enthusiastic about Secretary Lutnick discussing \u201cutilizing\u201d bitcoin, please be aware that despite all the optimistic bitcoin conversations at the event, not a single mention of bitcoin being used as currency was made. Instead, it was exclusively framed as a savings technology.<\/p>\n<p>As for digital assets that the administration sees as currency, stablecoins are solely regarded.<\/p>\n<p>And Secretary Bessent reiterated this stance, a message previously emphasized at both the first <a href=\"https:\/\/bitcoinmagazine.com\/politics\/president-trumps-crypto-czar-hosts-u-s-s-first-press-conference-on-bitcoin-and-digital-assets\">U.S. Press Conference on Digital Assets<\/a> and the <a href=\"https:\/\/bitcoinmagazine.com\/news\/stablecoins-not-bitcoin-in-focus-at-first-u-s-digital-assets-subcommittee-hearing\">first Subcommittee on Digital Assets hearing<\/a>, at the summit.<\/p>\n<p>\u201cWe are going to put considerable thought into the stablecoin framework,\u201d Secretary Bessent stated. \u201cAnd as President Trump has mandated, we are going to ensure the U.S. [dollar] remains the leading reserve currency globally, and we will employ stablecoins to achieve this.\u201d<\/p>\n<p>(And before you think of cursing Secretary Bessent silently while reading this, note that he also dropped a fantastic pro-bitcoin line at the event: \u201cPresident Trump is generating assets for the American public while most preceding presidents have accrued debt.\u201d)<\/p>\n<h2 class=\"wp-block-heading\">What Wasn\u2019t Discussed<\/h2>\n<p>Moreover, during a preview call with senior White House officials this morning, one of the officials debunked the speculation that the administration would <a href=\"https:\/\/x.com\/unusual_whales\/status\/1898090956144230579\" target=\"_blank\">eliminate the capital gains tax from crypto transactions<\/a> (which also applies when you utilize bitcoin or crypto), clearly stating that the administration has no plans to do so and that the topic wouldn\u2019t even be addressed at the summit. (It wasn\u2019t.)<\/p>\n<p>Another topic absent from the summit was whether the U.S. Marshalls have provided the Trump administration with a thorough audit of the bitcoin and other digital assets in their possession (last it was reported, they apparently have <a href=\"https:\/\/www.coindesk.com\/policy\/2025\/02\/20\/u-s-marshals-service-managing-seized-assets-can-t-say-how-much-crypto-it-holds\" target=\"_blank\" rel=\"noopener\">little understanding of what they possess<\/a>). Also not mentioned was how the government plans to safeguard the private keys to the bitcoin it holds in the SBR. (I intended to ask about the latter, but journalists present at the event were not allowed to pose questions.)<\/p>\n<p>However, let&#8217;s not become bogged down in some of the currently minor particulars here.<\/p>\n<h2 class=\"wp-block-heading\">It Was A Positive Day<\/h2>\n<p>Instead, let\u2019s take a cue from Brian Armstrong, and acknowledge that today was, by many measures, a successful day.<\/p>\n<p>\u201cIt was a rather historic moment for the crypto sector,\u201d Armstrong told Bitcoin Magazine after the conclusion of the summit.<\/p>\n<p>\u201cPresident Trump truly revitalized this industry. A few years ago, it felt like we were under siege, and some individuals attempted to unlawfully stifle the entire sector.
