Desmond, 73, is taking legal action against the Commission following his company’s unsuccessful attempt to secure the profitable 10-year license<\/a>, which was instead granted to Allwyn, controlled by Czech billionaire Karel Kom\u00e1rek. The trial is set to commence at the High Court in October.<\/p>\n The Commission\u2019s operations are partially financed by the National Lottery Distribution Fund (NLDF), which allocates funds raised from ticket sales to charitable purposes. However, as the regulator\u2019s litigation costs have escalated \u2014 jumping to \u00a313.4m last year from \u00a3400,000 previously \u2014 detractors warn that money allocated for charities and community initiatives is being diverted into legal proceedings.<\/p>\n Desmond has also lodged a separate \u00a370m lawsuit asserting that resources reserved for charitable causes under the prior operator, Camelot, amounted to a \u201csubsidy\u201d that should now be reclaimed from Allwyn. If either lawsuit succeeds, compensations are also expected to be drawn from the NLDF.<\/p>\n The Gambling Commission maintained that it conducted a \u201cfair and rigorous\u201d competition and stated that its assessment process was legitimate. Allwyn<\/a>, on the other hand, has encountered challenges since assuming control of the lottery early last year. A substantial IT system enhancement, considered crucial to its commitment to significantly increase charitable contributions to \u00a338bn, faced numerous delays, leading to enforcement actions from the regulator.<\/p>\n Despite the upheaval, National Lottery sales increased last year due to record EuroMillions jackpots, including a \u20ac250m (\u00a3217m) prize in March. This offset declines in Lotto and scratchcard sales amid the cost of living crisis. Altogether, funds raised for charitable causes rose by \u00a3100m to \u00a31.8bn.<\/p>\n
