THE Department of Trade and Industry (DTI) announced it is examining a more rigorous licensing framework for contractors to minimize corruption in public works.<\/p>\n
Trade Secretary Ma. Cristina A. Roque indicated that a fact-finding committee established by the DTI will enable the DTI to assess what modifications should be implemented to enhance the licensing procedure for contractors, which is presently managed by the Philippine Contractors Accreditation Board (PCAB).<\/span><\/p>\n \u201cWe\u2019re collaborating with the Department of Public Works and Highways (DPWH) and the independent organization set up by the President,\u201d she informed journalists.<\/span><\/p>\n Among the modifications being contemplated is a prohibition on contractors from being members of the PCAB.<\/p>\n \u201cThat presents a conflict of interest. It shouldn\u2019t be that way. The legislation requires amendments,\u201d she remarked.<\/p>\n She mentioned that the department’s internal inquiry is still in progress.<\/p>\n \u201cWe still need to verify (certain issues). Once validated, we will release a statement concerning companies that are owned by PCAB members (or whether past) executive directors (also own businesses),\u201d she stated.<\/p>\n
