This decision effectively halted any advancement toward the approval of a bill to create a digital asset market framework, evaluate the nomination of Brian Quintenz for the chair position at the Commodity Futures Trading Commission (CFTC), and legislation featuring a clause to limit a central bank digital currency (CBDC).<\/p>\n<h2>US Senate committee aiming to pass market framework in September<\/h2>\n<p>One of the initial legislative priorities for Republicans upon returning will be to advance a bill that establishes a crypto market framework out of a committee and for a floor vote.<\/p>\n<p>In July, Republicans in the House approved the Digital Asset Market Clarity (CLARITY) Act with backing from 78 Democrats, <a data-ct-non-breakable=\"null\" href=\"https:\/\/cointelegraph.com\/news\/crypto-clarity-act-passes-house-crypto-week-continues\" title=\"null\">transitioning the bill to the Senate<\/a> for further amendments and discussions. Wyoming Senator Cynthia Lummis, a prominent advocate in Congress for less stringent and more transparent crypto regulations, has been one of the lead Republicans urging for a market structure.<\/p>\n<p><template data-ct-widget=\"buzzsprout\" data-buzzsprout-podcast-id=\"2040516\" data-buzzsprout-episode-id=\"17715136\"\/><\/p>\n<p>During an August blockchain summit, Lummis <a data-ct-non-breakable=\"null\" href=\"https:\/\/cointelegraph.com\/news\/senator-cynthia-lummis-crypto-market-structure-bill-timeline\" title=\"null\">predicted that the Senate Banking Committee<\/a> would pass its version of the market structure based on the CLARITY Act by the conclusion of September, followed by deliberation in the Senate Agriculture Committee in October. The Wyoming senator forecasted that the bill would reach US President Donald Trump\u2019s desk \u201cbefore the end of the year.\u201d<\/p>\n<p>At the time of publication, neither the Senate Agriculture Committee nor the Senate Banking Committee had announced hearings to address the bill.<\/p>\n<h2>Seeking a new CFTC chair<\/h2>\n<p>Beginning Wednesday, Caroline Pham, a Republican, will be the only remaining commissioner and acting chair of the CFTC <a data-ct-non-breakable=\"null\" href=\"https:\/\/cointelegraph.com\/news\/cftc-commissioner-kristin-johnson-departure-crypto-regulation\" title=\"null\">following the exit<\/a> of Kristin Johnson, a Democratic member. Johnson <a data-ct-non-breakable=\"null\" href=\"https:\/\/cointelegraph.com\/news\/cftc-commissioner-kristin-johnson-resignation\" title=\"null\">stated in May<\/a> that she intended to resign prior to 2026, and Pham <a data-ct-non-breakable=\"null\" href=\"https:\/\/www.cftc.gov\/PressRoom\/SpeechesTestimony\/opapham15\" rel=\"noopener nofollow\" target=\"_blank\" title=\"null\">indicated<\/a> she would transition \u201cto the private sector\u201d if the Senate confirmed Quintenz.<\/p>\n<p>Even with Johnson\u2019s imminent departure and the CFTC operating with a lack of leadership, Quintenz\u2019s confirmation did not seem to be assured at the time of publication. Before the Senate went into recess, the agriculture committee <a data-ct-non-breakable=\"null\" href=\"https:\/\/cointelegraph.com\/news\/senate-agriculture-committee-delay-brian-quintenz-cftc\" title=\"null\">postponed a vote<\/a> on the prospective chair\u2019s nomination at the behest of the White House.<\/p>\n<p><em><strong>Related: <\/strong><\/em><a data-ct-non-breakable=\"null\" href=\"https:\/\/cointelegraph.com\/news\/crypto-advocacy-groups-support-brian-quintenz-cftc\" title=\"null\"><em><strong>Crypto advocacy organizations intensify push for Quintenz confirmation at CFTC amid resistance<\/strong><\/em><\/a><\/p>\n<p>Gemini co-founders Cameron and Tyler Winklevoss, both supporters and contributors to Trump, <a data-ct-non-breakable=\"null\" href=\"https:\/\/cointelegraph.com\/news\/cftc-nominee-brian-quintenz-probed-kalshi-ties\" title=\"null\">allegedly urged the president<\/a> to reconsider Quintenz\u2019s nomination. However, it seems that Republicans are searching for alternatives to the bill, which was handed to the Senate for evaluation.<\/p>\n<p>In August, the House Rules Committee <a href=\"https:\/\/cointelegraph.com\/news\/us-house-adds-cbdc-ban-defense-policy-bill\" rel=\"nofollow noopener\" target=\"_blank\" title=\"https:\/\/cointelegraph.com\/news\/us-house-adds-cbdc-ban-defense-policy-bill\">released a modification<\/a> to HR 3838, a bill pertaining to the National Defense Authorization Act.
