{"id":10610,"date":"2025-04-03T10:59:32","date_gmt":"2025-04-03T08:59:32","guid":{"rendered":"https:\/\/wsj-crypto.com\/?p=10610"},"modified":"2025-04-03T10:59:32","modified_gmt":"2025-04-03T08:59:32","slug":"states-rally-together-alabama-and-minnesota-advance-bitcoin-reserve-initiatives","status":"publish","type":"post","link":"https:\/\/wsj-crypto.com\/index.php\/2025\/04\/03\/states-rally-together-alabama-and-minnesota-advance-bitcoin-reserve-initiatives\/","title":{"rendered":"States Rally Together: Alabama and Minnesota Advance Bitcoin Reserve Initiatives"},"content":{"rendered":"<p><\/p>\n<div data-v-a9acf736=\"\">\n<p>Legislators in the US states of Minnesota and Alabama have presented equivalent bills to existing ones that, if enacted, would permit each state to purchase Bitcoin.<\/p>\n<p>The Minnesota Bitcoin Act, also referred to as HF 2946, was <a data-ct-non-breakable=\"null\" href=\"https:\/\/www.revisor.mn.gov\/bills\/bill.php?b=House&amp;f=HF2946&amp;ssn=0&amp;y=2025&amp;view=chrono#:~:text=Description,and%20various%20tax%20provisions%20modified\" rel=\"null\" target=\"null\" text=\"null\" title=\"null\">introduced<\/a> to the state\u2019s House by Republican Representative Bernie Perryman on April 1, subsequent to <a data-ct-non-breakable=\"null\" href=\"https:\/\/cointelegraph.com\/news\/minnesota-senator-miller-bitcoin-act-skeptic-to-believer\" rel=\"null\" target=\"null\" text=\"null\" title=\"null\">an identical proposal<\/a> that was introduced on March 17 by GOP state Senator Jeremy Miller.<\/p>\n<p><template data-ct-widget=\"buzzsprout\" data-buzzsprout-podcast-id=\"2096305\" data-buzzsprout-episode-id=\"16567527\"\/><\/p>\n<p>Similarly, on the same day in Alabama, Republican state Senator Will Barfoot <a data-ct-non-breakable=\"null\" href=\"https:\/\/alison.legislature.state.al.us\/files\/pdf\/SearchableInstruments\/2025RS\/SB283-int.pdf\" rel=\"null\" target=\"null\" text=\"null\" title=\"null\">brought forth<\/a> Senate Bill 283, while a bipartisan group of lawmakers spearheaded by Republican Mike Shaw <a data-ct-non-breakable=\"null\" href=\"https:\/\/alison.legislature.state.al.us\/files\/pdf\/SearchableInstruments\/2025RS\/HB482-int.pdf\" rel=\"null\" target=\"null\" text=\"null\" title=\"null\">submitted<\/a> the comparable House Bill 482, which allows for the state to invest in cryptocurrencies, predominantly restricting it to Bitcoin (<a data-ct-non-breakable=\"null\" href=\"https:\/\/cointelegraph.com\/bitcoin-price\" rel=\"null\" target=\"null\" text=\"null\" title=\"null\">BTC<\/a>).<\/p>\n<h2>Alabama&#8217;s bills do not explicitly mention Bitcoin<\/h2>\n<p>The Minnesota Bitcoin Act would enable the state\u2019s investment board to invest state resources in Bitcoin and other digital currencies and allow state workers to incorporate cryptocurrencies into retirement accounts.<\/p>\n<p>Moreover, it would exempt crypto earnings from state income taxes and provide residents the opportunity to settle state taxes and fees with Bitcoin.<\/p>\n<figure><figcaption style=\"text-align: center;\">\n<p><em>Source: <\/em><a data-ct-non-breakable=\"null\" href=\"https:\/\/x.com\/Bitcoin_Laws\/status\/1907232931732672789\" rel=\"nofollow noopener\" target=\"_blank\" text=\"null\" title=\"https:\/\/x.com\/Bitcoin_Laws\/status\/1907232931732672789\"><em>Bitcoin Laws<\/em><\/a><\/p>\n<\/figcaption><\/figure>\n<p>Although the Alabama bills do not distinctly cite Bitcoin, they would confine the state\u2019s cryptocurrency investments to assets with a minimum market valuation of $750 billion, a benchmark that only Bitcoin currently satisfies.<\/p>\n<h2>26 Bitcoin reserve bills have now been introduced in the US<\/h2>\n<p>Presenting identical legislation is a common practice in the US, often used to hasten the bicameral legislative system, facilitating quicker passage of laws.<\/p>\n<p>Proposals to establish a Bitcoin reserve have been presented in 26 US states, with Arizona presently being the closest to enacting such a law, as per <a data-ct-non-breakable=\"null\" href=\"https:\/\/bitcoinlaws.io\/reserve-race\" rel=\"null\" target=\"null\" text=\"null\" title=\"null\">data<\/a> from the bill tracking platform Bitcoin Laws.<\/p>\n<figure><img decoding=\"async\" src=\"https:\/\/s3.cointelegraph.com\/uploads\/2025-04\/0195fa7f-00d9-7b4e-afae-5e77ca726aac\" title=\"\"\/><figcaption style=\"text-align: center;\">\n<p><em>Arizona currently takes the lead in the US state Bitcoin reserve race. Source: Bitcoin Laws<\/em><\/p>\n<\/figcaption><\/figure>\n<p>Pennsylvania was among the first US states to <a data-ct-non-breakable=\"null\" href=\"https:\/\/cointelegraph.com\/news\/pennsylvania-house-bill-strategic-bitcoin-reserve\" rel=\"null\" target=\"null\" text=\"null\" title=\"null\">propose a Bitcoin reserve bill<\/a>, in November 2024.
