{"id":10606,"date":"2025-04-03T10:27:37","date_gmt":"2025-04-03T08:27:37","guid":{"rendered":"https:\/\/wsj-crypto.com\/?p=10606"},"modified":"2025-04-03T10:27:37","modified_gmt":"2025-04-03T08:27:37","slug":"alabama-and-minnesota-legislators-advocate-for-bitcoin-reserves-in-state-funds","status":"publish","type":"post","link":"https:\/\/wsj-crypto.com\/index.php\/2025\/04\/03\/alabama-and-minnesota-legislators-advocate-for-bitcoin-reserves-in-state-funds\/","title":{"rendered":"Alabama and Minnesota Legislators Advocate for Bitcoin Reserves in State Funds"},"content":{"rendered":"<p><\/p>\n<div data-v-a9acf736=\"\">\n<p>Legislators in the US states of Minnesota and Alabama have proposed companion measures to similar existing legislation that, if enacted, would enable each state to acquire Bitcoin.<\/p>\n<p>The Minnesota Bitcoin Act, known as HF 2946, was <a data-ct-non-breakable=\"null\" href=\"https:\/\/www.revisor.mn.gov\/bills\/bill.php?b=House&amp;f=HF2946&amp;ssn=0&amp;y=2025&amp;view=chrono#:~:text=Description,and%20various%20tax%20provisions%20modified\" rel=\"null\" target=\"null\" text=\"null\" title=\"null\">brought forth<\/a> to the state\u2019s House by Republican Representative Bernie Perryman on April 1, after <a data-ct-non-breakable=\"null\" href=\"https:\/\/cointelegraph.com\/news\/minnesota-senator-miller-bitcoin-act-skeptic-to-believer\" rel=\"null\" target=\"null\" text=\"null\" title=\"null\">a similar measure<\/a> was introduced on March 17 by GOP state Senator Jeremy Miller.<\/p>\n<p><template data-ct-widget=\"buzzsprout\" data-buzzsprout-podcast-id=\"2096305\" data-buzzsprout-episode-id=\"16567527\"\/><\/p>\n<p>Simultaneously, on that same day in Alabama, Republican state Senator Will Barfoot <a data-ct-non-breakable=\"null\" href=\"https:\/\/alison.legislature.state.al.us\/files\/pdf\/SearchableInstruments\/2025RS\/SB283-int.pdf\" rel=\"null\" target=\"null\" text=\"null\" title=\"null\">introduced<\/a> Senate Bill 283, while a bipartisan coalition of representatives led by Republican Mike Shaw <a data-ct-non-breakable=\"null\" href=\"https:\/\/alison.legislature.state.al.us\/files\/pdf\/SearchableInstruments\/2025RS\/HB482-int.pdf\" rel=\"null\" target=\"null\" text=\"null\" title=\"null\">submitted<\/a> the matching House Bill 482, which allows the state to invest in cryptocurrencies, but primarily restricts it to Bitcoin (<a data-ct-non-breakable=\"null\" href=\"https:\/\/cointelegraph.com\/bitcoin-price\" rel=\"null\" target=\"null\" text=\"null\" title=\"null\">BTC<\/a>).<\/p>\n<h2>Twin Alabama bills don\u2019t specifically mention Bitcoin<\/h2>\n<p>The Minnesota\u2019s Bitcoin Act would authorize the state\u2019s investment board to allocate state assets into Bitcoin and other cryptocurrencies, as well as permit state employees to incorporate crypto into retirement accounts.<\/p>\n<p>It would also exempt cryptocurrency profits from state income taxes and provide residents with the ability to settle state taxes and fees using Bitcoin.<\/p>\n<figure><figcaption style=\"text-align: center;\">\n<p><em>Source: <\/em><a data-ct-non-breakable=\"null\" href=\"https:\/\/x.com\/Bitcoin_Laws\/status\/1907232931732672789\" rel=\"nofollow noopener\" target=\"_blank\" text=\"null\" title=\"https:\/\/x.com\/Bitcoin_Laws\/status\/1907232931732672789\"><em>Bitcoin Laws<\/em><\/a><\/p>\n<\/figcaption><\/figure>\n<p>The twin Alabama measures do not directly specify Bitcoin but would restrict the state\u2019s cryptocurrency investments to assets having a minimum market value of $750 billion, a condition that only Bitcoin presently satisfies.<\/p>\n<h2>26 Bitcoin reserve measures now proposed in the US<\/h2>\n<p>Presenting similar measures is not unusual in the US and is frequently executed to accelerate the bicameral legislative procedure, allowing laws to pass more rapidly.<\/p>\n<p>Proposals for establishing a Bitcoin reserve have been presented in 26 US states, with Arizona currently the closest to passing legislation for one, based on <a data-ct-non-breakable=\"null\" href=\"https:\/\/bitcoinlaws.io\/reserve-race\" rel=\"null\" target=\"null\" text=\"null\" title=\"null\">information<\/a> from the bill tracking platform Bitcoin Laws.<\/p>\n<figure><img decoding=\"async\" src=\"https:\/\/s3.cointelegraph.com\/uploads\/2025-04\/0195fa7f-00d9-7b4e-afae-5e77ca726aac\" title=\"\"\/><figcaption style=\"text-align: center;\">\n<p><em>Arizona is currently leading the US state Bitcoin reserve competition. Source: Bitcoin Laws<\/em><\/p>\n<\/figcaption><\/figure>\n<p>Pennsylvania was among the first US states to <a data-ct-non-breakable=\"null\" href=\"https:\/\/cointelegraph.com\/news\/pennsylvania-house-bill-strategic-bitcoin-reserve\" rel=\"null\" target=\"null\" text=\"null\" title=\"null\">initiate a Bitcoin reserve measure<\/a> in November 2024.
